Subject: Extrajudicial Killing of Raja Dahir Bhambro by Pakistani Agencies
Dear Honourable Prime Minster,
We Sindhis and Balochs of the UK have gathered here today to draw your attention to the ongoing enforced abductions and extrajudicial killings of Sindhi political and human rights activists by Pakistani intelligence agencies.
The latest tragedy occurred on 26th July 2015, when a mutilated body with gunshots was identified as one of the most renowned political and human rights activist, Raja Dahir Bhambro. Raja Dahir was abducted on the 4th of June 2015 by Pakistan Rangers from his native village Bachal Bhambhro near Rasool Abad, Khairpur District, Sindh Province in front of many eyewitnesses. He was missing for more than a month, and many around the globe called for his whereabouts and feared that he may have become a victim of on-going extra-judicial killings in Sindh. The World Sindhi Congress appealed to the UN and Amnesty International to save his life. On 5th July 2015 a villager found a dead body with hands and legs tied near the industrial town of Noriabad, Sindh and reported it to local police. A post-mortem showed that he was shot twice in the head from close range. The relatives and friends identified the dead body being Raja Dahir Bhambhro.
Extrajudicial killing of political and human rights activists have become a norm in Pakistan, where security agencies are operating without any respect for the law. The security agencies’ modus-operandi is to abduct, torture, and hold the activists incommunicado for as long as they like, and later their fate is decided either by killing and dumping their dead bodies on roadsides, or by sending a few lucky ones back home, brutally tortured and defeated.
Honourable Prime Minster, currently Sindhi people are facing one of the worst onslaught in their national history from Pakistani establishment agencies. This includes disappearances and extrajudicial killing of Sindhi political workers, state-sponsored rise in religious extremism, persecution of religious minorities, complete denial of rights and opportunities for social, economic, cultural and political development. Pakistani Intelligence Agencies encourage and providing hubs to settle Talbans in Sindh and establishment of religious seminaries, which are resulting systematic discrimination, hostilities and persecution of indigenous Sindhi people.
Sir, we Sindhis are 50 million people in Sindh, who are historically secular. We genuinely believe that together with the international community we can play a great role in the fight against rising threat of religious fascism to global security and peace. We believe that one of the reasons of the attack of Pakistani establishment on Sindhi people is to undermine their potential role in achieving global security and peace.
We Sindhi people, in the light of your commitment to human rights and global peace, request you to press upon Pakistan government to stop violations of human rights of Sindhi people committed by their agencies and proxies. We also request that you pursue to establish an International Enquiry into the human rights violations against Sindhi and Baloch people.
We request you that any UK aid to Pakistan should be conditioned to its commitment and observation of human rights according to the UN charter. We would also like to take this opportunity to request you to raise the issue of blatant human rights violations of Sindhi people by Pakistan for the review of GSP plus status granted by the European Union to Pakistan, which is explicitly conditioned to the complete implementation of the 27 conventions of human rights.
